Add explicit resource management declarations to the parser

What this task asks for

Add parsing and AST support for `using` and `await using` declarations, including context-sensitive errors. Parse `using` and `await using` declarations when `next: true` and emit the corresponding declaration kinds. Treat `using` followed by a line break as an identifier rather than a declaration. Allow `using` in all scopes but restrict `await using` to async or module-level contexts. Support both declaration forms in for-of and for-await-of heads while rejecting for-in and destructuring forms. Report the specified messages for global scope, async context, missing initializer, for-in, and destructuring errors. Prioritize the async-context error for `await using` at script top level.
