What this task asks for
Implement per-artifact retries for uploads, artifactory, and blobs while recording deterministic publish attempt history. Implement resilient retries and deterministic publish attempt auditing across `uploads`, `artifactories`, and `blobs`. `uploads`, `artifactories`, and `blobs` must accept an optional `retry` object with `attempts`, `delay`, and `max_delay`. `max_delay` must cap every retry wait interval. On context cancellation, stop retrying and return the context error. Every retry attempt must resend full artifact content. `extra.publish_attempts` output must be deterministic: sort by `publisher`, `instance`, `target`, then `attempt`.
